As in many states, voter registration among Virginia's low-income citizens lags far behind that of other citizens. One key to overcoming this disparity is state compliance with the National Voter Registration Act (NVRA), which Congress enacted 15 years ago to ensure more widespread access to registration. Research and investigations conducted by Demos and its partners have shown that many states, including Virginia, have been failing to follow the NVRA's requirement to provide voter registration services through state agencies, particularly public assistance offices. This report outlines how, once informed of its inadequate performance, the state of Virginia immediately implemented a plan to bring its Department of Social Services offices into compliance with the law.

In today's knowledge-based economy, a college degree is a necessary qualification for entry to the middle class. Over the last 30 years, as real wages for workers with only a high school diploma have fallen, the life outcomes for those with college degrees have diverged from those with only high school degrees. In 1977, for example, there was only a 6 percentage-point difference in home ownership rates between those with college educations and those without. Today, there is a 20 percentage-point difference.

What's at stake in the fight for the future? For generations, the American Dream has meant not only success for yourself, but a better life for your children. But for the first time in American history, experts are predicting that this generation of young people will be worse off than their parents. The American Dream of progress may end--with us. We are the first generation to come of age in a New Economy that's marked by lower wages for average workers, fewer benefits and less job security. Yet our public policies have yet to respond and have often made matters worse. That's because the last 30 years have seen not just an economic shift but a political shift as well, away from government investments in the financial security of its citizens.

Fortunately for us, this economic decline is not inevitable. There are plenty of policy ideas that would give hard-working young people and their families the security they need to succeed and innovate in the New Economy. Frankly, many of the proposals in this handbook are basic ideas, like paid sick days for all workers--and perhaps the most remarkable part about them is that we don't already have them. But as basic as they might be, each and every one of the 20 Ways to Fight for the Future will make a real difference in the daily lives of millions of Americans--including, most likely, you.

It's time for our generation to send a wake-up call to our city councils, state houses, Capitol Hill and the White House. The promise of our democracy is a government responsive to the needs of its citizens; when 14 million young adults are uninsured, when child care costs more than college tuition and college tuition costs triple what it did for our parents, our leaders are clearly falling down on the job. Of course, it's our job to demand change. It's important for young people to vote, and we applaud the doubling and even tripling of youth turnout so far in 2008. But when we vote, we're primarily voting for candidates. For our ideas to win, we've got to build a movement. Hopefully, this handbook will help you do just that.
